I may have made my last PWE deal because of USPS interpretations of their policy on shipping. According to USPS.com, I met all the criteria for a mere $0.92 mailing, but the clerk said because it was rigid I needed to pay package rates, i.e. $3.50. She said she'd made a mistake with the previous PWEs she'd okayed for me. That was according to her supervisor. I tried to explain that I didn't understand that interpretation because if you use USPS.com to calculate shipping, and go through the whole process it includes a part where you identify the item being mailed as "Content is rigid" and the options given include "First-Class Mail® Stamped Letter" and the price of $0.71, or $0.92 for the two ounces I was mailing today. She said, "They don't explain it well online." I said, "What's to explain? It asks if it's rigid, and if you say yes it calculates a higher charge of $0.21 more than if you stated there was no envelope properties that would require an extra charge.
This was in NJ, but it happened to me in Texas before I left when I tried to send cards in a photo mailer. I was sending about 20 cards in it, and the clerk said it'd have to go package because it was unbendable. I questioned it and she stood her ground. So I repackaged in a long white envelope and it went through for $1.13. Go figure!
So I may be giving up making small trades and go for at least 50+ cards to get my money's worth since most of what I want are Astros, and who wants those, right?

.....and 1 reason I don't go to the PO and deal with clerks. I do exactly what USPS asks, and put it in my mailbox, red flag up and my lovely mail lady picks it up. I haven't heard from any buyer having an issue, like money due. Well, maybe a hiccup or 2 with eBay, that's to be expected. lol ~BOB~

I may have to purchase some $0.21 stamps to keep me from going to the P.O. For package rates I just use PayPal which is cheaper anyway.

Same way at my post office in NJ. The woman clerk starts bending it and says "there's something in here". I told her I didn't mail empty envelopes. Maybe I should have kept my mouth shut.

I mail several PWE at local post office every week after hours at the automated kiosk with no issues.
I add non machinable surcharge almost every time for the extra .21
I will not do canada, but no issues with

The clerk was absolutely wrong. You may want to do what I did, I printed out the rules and specs from their website. I mail from home. I have the 71¢ non-machineable stamps and 21¢ additional ounce stamps. But, If I have to go to the PO, I go "armed" with their rules. My photomailers aren't returned and nobody's ever told me they arrived Postage Due.

The clerk tried the " bending the envelope - feels rigid" in NJ with me as well. I just pay the .21 non - machineable fee and move on.

That's the deal, though, they said because it was unbendable it HAD to go package rates. Maybe I should have mentioned non-machinable charges, but I thought that's what the "Content is rigid" property is online and I referred to that. Maybe terminology is the problem. I hate to think it was intelligence in interpreting English.
