Tonight I went to a Walmart almost 40 mins away, to see if they had any Bowman in. They didn't, so I picked up a blaster box of Opening Day. When I got home there were only 10 packs in the box. There were supposed to be 11. There was also supposed to be an insert per pack. There were zero inserts. The box seemed light when I bought it, but all the others were light as well. It didn't appear to be tampered with, and I think it would be pretty difficult to reseal the packs.
So I have about 40 regular issue cards and nothing else. Is the store required to take them back or should I contact Topps?

I think you would have to contact Topps. I don't think the store would exchange them because they are open.

Yeah, seems like the logical thing to contact Topps. I really don't want the hassle of driving 25 miles to return them either :(

Try the store and work your way to the highest person in store.
If not happy contact WALMART on line site Good chance you may get a gift card.

Robert “It breaks your heart. It is designed to break your heart. The game begins in the spring, when everything else begins again, and it blossoms in the summer, filling the afternoons and evenings, and then as soon as the chill rains come, it stops and leaves you to face the fall alone. You count on it, rely on it to buffer the passage of time, to keep the memory of sunshine and high skies alive, and then just when the days are all twilight, when you need it most, it stops. Today, October 2, a Sunday of rain and broken branches and leaf-clogged drains and slick streets, it stopped and summer was gone.” ― A. Bartlett Giamatti robertkimble.us/tradingcards

I'm going to try both Topps and Walmart. I think it's probably a packaging issue though. Would it be wrong for me to get something from both topps and Walmart? ;)

I stopped buying loose packs at Walmart, too many had damaged corners. Probably from customers tossing them around.

Sorry this happened. Topps is best bet. Trading Cards are a vendor controlled item at Walmart so Walmart doesn't stock or maintain the trading card section (at least at my store).

I'd contact Topps first as well. Make sure you save all the wrappers and the box too. I seem to remember reading posts on other forums a few years ago about people complaining about collation, and they had to send in the cards and wrappers.

I don't buy loose packs either. I've never bought one that didn't have damaged cards.
