I agree that you should check your local postmaster. Up here in Canada, our blue mailboxes are red, but the mail person who pick up the contents also needs to scan a barcode inside the mailbox at that time. If it is not done, a red flag will be thrown in the system and the supervisor will have to ask questions and investigate. It is done to ensure that every mailbox are opened at the correct time, but it doesn't fully ensure that the person will fully empty the mailbox or some package are not sitting somewhere at the post office after been routed there.
