That's the layaway(automatic) so that you can grab cards til' you are ready to have them shipped, once you have added shipping THAT tells me you are ready to receive your order(s).
Some do it on their initial order of 40 or less, some do it separately, others have ordered several times and accumulated 100's of cards.

Until a ship 40 is added to a cart all cards and orders are free, it;s an "automatic" layaway system so you don't get charged shipping if you just take 1 card as 1 of your orders is, you control how many and when, by adding the ship 40 item to a cart.
