Not to hijack your thread, but along the same line; I wish people would remember to leave feedback after a trade.
Personally, I wouldn't recommend writing the trade number on the outside of the envelope. I prefer to keep the envelope as "uninteresting" as possible.

NOT to offend anyone
Yes it would be nice if Admin sent out site wide notices for several things. How often would he have to do it??? We have had many posting about things and still they happen. That is life.
Notices for
putting ID with cards sent.
Completing transaction properly
Doing feedback
Then he can do notices for the need to follow each rule.

Mr. Budler here has a great point. The transaction area was not originally part of the site. Admin added it to help those move the collection data between members more than anything else.
Here's my take on this. If you want your trading partner to put the transaction number inside the envelope - ask them to do so.
"Please put transaction number inside package."
Six words, you can put that in one of the transaction messages going back and forth between you and them. In fact, feel free to copy the text I provided there. I don't mind if you copy that from me. Not everyone has ESP or reads the forums.

I created "slips" that I put into each envelope I ship with the transaction ID #, the receiving person's login and name, my login and name, and a note saying thanks for the trade.

I have heard a couple people now state that things are often presented and addressed, only to be repeated. Not sure if this forum has this feature, but a 'Trade Etiquette' or 'Trade Suggestions' sticky would really help out (along with the information already in the FAQ). As a new person, I'm really just trying to cull suggestions from trade partners and threads such as this, so having a sticky as a go-to would be useful.
I also would read any site message that gets sent out.

To emphasise something Dan mentioned... Trades aren't really a function of the site. The site is a database first and foremost. I doubt Admin gives a second thought to transactions. The fact that the transaction section is included in the site at all is pretty cool.

And also, I think if YOU want something, you can ASK for it. We don't need Admin to have send out messages to everyone for something like this. You conduct a trade, ask your partner to help you out. If you don't ask, you have NO ONE to blame, but yourself.

It appears admin must have added this as all my trades now have a tip under the address reminding me to add the transaction number. I first thought maybe it was just the traders but seems everyone has it now.
